Dr. Chang is currently serving as Senior Program Manager, Office of International Science and Engineering (OISE), National Science Foundation. His responsibilities include coordinating OISE’s international cyber-infrastructure activities and managing the NSF’s Cooperative Programs with China, Taiwan, Hong Kong, Thailand, Malaysia, Indonesia, Singapore, Philippines, Vietnam, Laos, and Mongolia. He received his M.A. and Ph.D. in biology from Indiana University in 1975 and 1978, respectively, and his M.S. in marine science from the University of the Pacific in 1973. He was a professor and research scientist at the University of Michigan between 1979 and 1988. He came to the NSF in 1988 to serve as program manager for China.
